Comment on Alan Krueger and Jitka Maleckova , “ Education , Poverty , and Terrorism : Is There a Causal Connection ? ”

چکیده
The opinions of several Nobel Peace Prize winners on the root causes of terrorism were described Laureates quoted highlight the role of low education and poverty in terrorism: " What is it that seduces some young people to terrorism? It simplifies things. The fanatic has no questions, only answers. Education is the way to eliminate terrorism. " (Elie Wiesel) " If the mind is more open, that will automatically bring less fear. Education can narrow the gap between appearances and reality. The reality is that we and 'they' are not different. " (Dalai Lama) " At the bottom of terrorism is poverty. That is the main cause. Then there are other religious, national, and ideological differences. " (Kim Dae Jung) " External circumstances such as poverty and a sense of grievance and injustice can fill people with resentment and despair to the point of desperation. " (Desmond Tutu) In this paper, Alan Krueger and Jitka Maleckova take the theory that low education and poverty breed terrorism, and subject it to empirical scrutiny. There are many reasons why this task is difficult. Terrorist incidents are (fortunately) rare enough in most countries that cross-sectional and time-series analyses of how poverty and education are related to terrorism are not easily conducted. Furthermore, terrorism is difficult to define. The line between terrorism and violence that is not politically motivated is often blurry, as is the line between terrorism and valid military action. What is viewed as " terrorism " by one group may be viewed as " freedom fighting " by another. In this comment, I follow Krueger and Maleckova and define " terrorism " as armed attacks on civilians that are designed to achieve political ends.

The Nonlinear Relationship Between Terrorism and Poverty
It is tempting to argue that poor economic circumstances are a precursor to terrorist activities. After all, economic theory suggests that it would be easier for a terrorist group to recruit lowincome or unemployed individuals since they have a relatively low opportunity cost of time. Moreover, as argued by Crenshaw (1981), people who believe that their economic prospects have been limited by o...

This commentary on Potts et al provides a critical view on their thesis that increasing the level of education among women is likely to reduce terrorism. Presence of a strong family planning program enables women to control family size resulting in women’s public participation more likely and facilitating the emergence of small birth cohorts who are less likely to become unemployed. In spite of...

This article provides an empirical investigation of the determinants of terrorism at the country level. In contrast with the previous literature on this subject, which focuses on transnational terrorism only, I use a new measure of terrorism that encompasses both domestic and transnational terrorism. In line with the results of some recent studies, this article shows that terrorist risk is not ...
متن کاملThe Pill vs. the Sword: Additional Considerations; Comment on “The Pill Is Mightier Than the Sword”
In this paper, I present additional information for policy-makers and researchers to consider in response to the view proposed by Potts et al that “the pill is mightier than the sword.” I identify states with both high rates of terrorism and a youth bulge and discuss correlates of both these societal characteristics. The research examined supports the view that factors other than access to fami...

I provide an analytical review of the literature on poverty and political violence, focusing on civil war. I also consider the effects of economic inequality and education. Expectations from rational choice theories of civil war are that violence will rise as income per capita, education, and economic growth decline. This is due either to the declining opportunity cost of violence or to the dec...
